There is a syntax error in /etc/apt/apt.conf.d/05disable-suggests :

# cat /etc/apt/apt.conf.d/05disable-suggests
APT:Install-Suggests "0";

Apt is not complaining about it but quoting 'man apt.conf':

>> [...] Option specification is given with a double colon 
notation; for instance APT::Get::Assume-Yes is an option within the 
APT tool group, for the Get tool. [...]

So the line sould be:

APT::Install-Suggests "0";

Moreover, "0" is the default value, so disabling 05disable-suggests:

# apt-config dump | grep -i -e 'sugg' -e 'recomm'
APT::Install-Recommends "1";
APT::Install-Suggests "0";
