I can confirm this behavior.  After a bit of testing, this is a
duplicate of Debin bug #851066:

          https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=851066

The Debian report contains a manual method (which I used) and has a
patch available for installing from a local already downloaded file.
