I think it's a good idea to have the patchlevel in devuan version. It
could either be a version string or a timestamp. The thing is on my
network monitoring software, I can clearly see other OSes' versions,
whether they're up-to-date or not. So I can take action, or have a
clear view on my infrastructure. Currently devuan_versioon file just
contains "jessie".

/etc/debian_version seems to be here to stay in the near future, other
Debian derivatives have it as well as a way of documenting the Debian
version that is being tracked.

/etc/devuan_version will be "X.Y" for stable releases and
"CODENAME/ceres" for testing/unstable.
