Currently build against libupower-glib3 which is incompatible with
upower 0.9.23 provided in Devuan, so xfce4-power-manager is unusable.

I have played around with this on my laptop, and despite
xfce4-power-manager depending on upower >=0.99, it has installed and
appears to work fine (press power button to suspend, screen brightness
depending on power source connected, etc works).

What is breaking for you?
