Subject tells the story.  Devuan's nfs-common package has the
/lib/systemd/system/rpc-statd.service file, and <something> causes
rpc.statd to be started irregardless of the setting in
/etc/default/nfs-common (which *should* disable statd if it isn't
needed).

I can't reproduce this. Setting

 NEED_STATD=no

in /etc/default/nfs-common prevents rpc-statd from being started.

The .service files are only used by systemd and are harmless in themselves.
