/etc/sysctl.conf has nothing to do with systemd. See man sysctl(8) and
sysctl.conf(5).

Closing as not a bug.

Package: ifupdown
Version: 0.8.19

In the /etc/init.d/networking file, there is this function:

process_options() {
    [ -e /etc/network/options ] || return 0
    log_warning_msg "/etc/network/options still exists and it will be
IGNORED! Please use /etc/sysctl.conf instead."
}

Howerver, Devuan is supposed to have got rid of Systemd, so why a is
there a reference to /etc/sysctl.conf?
This is ambiguous: do we have to take in account this sentence?
