This cannot even be overridden with the --keyring option. I have just successfully debootstrapped both plain and pbuilder Devuan jessie chroots with debootstrap 1.0.114+devuan2. Validating against devuan-keyring 2017.10.03. debootstrap jesse jessie-chroot/ Works for me.
