just upgraded eudev in a testing/ceres laptop with version 3.2.9-5, and
got this message :

Setting up eudev (3.2.9-5) ...
Installing new version of config file /etc/init.d/eudev ...
/etc/init.d/eudev: 127: head: not found
udevd does not support containers, not started ... (warning).
.....
"

same message after restarting service :
# /etc/init.d/eudev restart
/etc/init.d/eudev: 127: head: not found
udevd does not support containers, not started ... (warning).

i do have coreutils (/usr/bin/head) installed, so i replaced `head` with
full command path in offending line ( "head" -> "/usr/bin/head") and
above message is gone..
so init script might be missing something, not sure (?)
