Also, except for boot branding with UEFI. The boo-splash belings to
desktop-base, which is not installed unless desktop is choosen. I.e.,
not in "pure server" installation. These will also only get a "debian"
option on the ESP (the special boot partition), so will not show up
as a Devuan boot option.

The installer (apparently) has careful ESP handling that seemingly
attempts to preserve existing boot options whilst adding the "debian"
option directory for the Devuan boot.

Thus, boot-time branding for UEFI without desktop is to be done.

Send a report that this bug log contains spam.
