kexec-tools up to 2.0.22-2 installs successfully on Devuan.  

kexec-tools 2.0.22-2+b1 gives the error:

This isn't really something for orphan-sysvinit-scripts as the initscript is
still present if non-functional.

I think this has already been reported in Debian[1]. As kexec-tools is not
forked in Devuan, Debian is the correct place for it to be fixed.
 
Can you devise a patch for the kexec-tools initscript that fixes the restart
verb?

If so, the best thing would be to add it to the existing Debian bug.
