This seems to have been due to missin g installation-locale udeb.

Technically, the locale setting of /lib/debian-installer.d/S40term-linux
requires the locale directory /usr/locale/C.UTF-8 which is provided by
installation-locale.

This is now fixed.

Dear Ralph,

may I draw your attention to this topic please: https://dev1galaxy.org/viewtopic.php?id=5369 Maybe you are not the best person to ask, but I am sure you can direct the issue to the expert. 

At least the German localisation of the installers is having issues, something broke along the line between may and July. The further you came in the process the worse it gets, I stop at the password entry.
