lsb-base 11.1.0 used to contain /lib/lsb/init-functions, which is used 
by most
scripts in in /etc/init.d.

lsb-base 11.3 has removed this directory, it's an empty package.

This breaks most of the init scripts, resulting in an unbootable system.

I have seen this happening in the wild.

This is not an issue in Debian, where there are no /etc/init.d scripts
depending on lsb/init-functions, but Devuan systems should not install this
version of the package.

Since this can break boxes, I suggest an urgent fix.
